Willig, Williams & Davidson Partner Discusses Navigating Collective Bargaining Impasses

Date: June 23, 2026

Location: Labor & Industry Building, Harrisburg, Pennsylvania

Labor lawyer Lauren M. Hoye served as a panelist for an educational seminar on Bargaining Impasses and Timelines, presented by The Pennsylvania Bureau of Mediation and Pennsylvania Labor Relations Board on June 23. Hoye’s focus during the seminar was on the statutory requirements under Act 195 and Act 88 for reaching a collective bargaining impasse, including how public sector unions in Pennsylvania can ensure compliance with these important requirements and maintain leverage during the bargaining process. The seminar was widely attended by representatives from both management and labor.

Hoye advocates for labor unions and individual employees before state and federal courts around the country. She also maintains an active employee benefits practice. She appears on behalf of clients in arbitrations, negotiations and administrative proceedings before relevant administrative agencies, including the National Labor Relations Board and the Pennsylvania Labor Relations Board.

The Pennsylvania Bureau of Mediation promotes orderly and constructive workplace relationships. It provides the mandatory mediation services required by the Pennsylvania Public Employee Relations Act and Act 88, voluntary mediation services relating to police and fire collective bargaining, as well as some labor mediation services for those in collective bargaining relationships between private-sector employers and private-sector employee organizations.

The Pennsylvania Labor Relations Board administers and enforces Commonwealth laws dealing with labor-management relations. It provides oversight of the laws that guarantee collective bargaining rights to public and some private-sector employees in Pennsylvania.
